You will see that Mr Ambrose Parsons is contented to begin with Mr. Mitchell's letter of the 18th May, If I remember right your first letter to Mr. Mitchell, his reply to it, and the deliberations of the Executive Council, all occurred before the departure of Mr. Hillier on board of the "Singapore" which sailed on the 10th May last.
