I am directed by His Excellency Sir John Bowring to acknowledge your letter of 3rd instant, complaining of the conduct of Mr. Mitchell, Acting Chief Magistrate of Police.

Your complaint was at once brought to Mr. Mitchell's notice, and that gentleman called upon for an explanation.
