as intimated in your Despatch "Confidential" of 1st April last, I have had no difficulty in this instance, and again the present occasioned our undeniable right to judicial jurisdiction in my turn حوار Hurious.

The Correspondence with Commodore Armstrong and Form ne M2. Keenan accompanies this Despatch, as well as Mr Mitchell's explanation of his words and manner on the bench, of which the American officials, unreasonably I think, complain.

I am compelled to repeat the suggestion that it be proposed to the Government of the United States to remove Mr Keenan from his post, as his peculiar character unfits him for the conduct of those delicate duties which at times he is called on to perform.

I am bound at the same time to observe that Mr Keenan has, on several occasions, received thanks for his exertions in the recovery of Deserters from this American Force, on board Carrison boats from American Vessels, but I must repeat that this gentleman's extreme opinions and general bearing exhibit great unfitness for the temperate discharge of the duties committed to him.
