Extract from Governor Bonham's Despatch to Earl Grey, dated 29th August 1857-

8. "Enclosure D is a list of the original grantees who have come into possession of land since January 1844, and who have purchased their lots at Auction at various times since that date, and amongst this class only four foreigners and one Chinese claimed reduction. The Committee have recognized the claim of four of the foreigners, and I am happy to remark that it is only foreigners who have made such claims.

9. Enclosure D shows the number of assignees holding lands from original purchasers. This, my Lord, is a class of persons whom I cannot deem entitled to my consideration, whatever they may have generally bought their properties
