Assuming that only one of the officers, even of this Government, may have sometimes loved the over-measurements, I presume, he not having authority for doing so, such formation could be illegal and would constitute a claim for exemption from rents. Indeed, it would be strange if the rights of the Crown were to be trifled with, and to give in would seem to be giving way because some of the Police were requested to notice a crime committed, the criminal, when brought to justice, might make this a claim for remission of punishment.

The last thing to which I beg to draw your attention is the proposed line as indicated on the Surveyor-General's plan. On referring to that plan, you will see that the line is drawn so as to accommodate those holders who have made the most extensive encroachments, which would be well indeed if it did not interfere with adjoining Lots, rendering it a place very difficult to fill up to an extent beyond the wishes or may be the requirements of some of the holders. This is particularly evident with regard to Lots No. 50 and 63. There is no reason why the line should not be altered, not only reducing the extent to be filled in front of these two lots, but also reducing considerably the expense of building the sea-wall, as the difference in the depth of the water is considerable at that point.

I must further remind you that some time ago, a Petition was presented to Government by holders of Lots in the Lower Bazaar, who wished to extend their boundaries, and were willing to do so at their own expense, and pay accordingly.
