It is evident that Government could not find a more profitable investment than by coming out with this most useful and ornamental work.
I could, however, draw your attention to the fact that, in some instances, it may happen that the conditions could be more than the holder could be reasonably expected to pay for, since, from the situation of the buildings on the lot, he may expect to make such a profit as property situated on some other lots — for example, Lots No. 54, 55, and others, to say nothing of 12, 15, 16, can and will easily afford to pay the annual rental derived. The Chinese however are bringing in a most advantageous return; but if the great addition required to be made to Lots No. 56, 63, 3, 18, 2, and 9 should in fairness be assessed too high the calculations make it in my opinion.

It is by the wish of the holders of Lots No. 54 and 55, they having filled up to level with their frontage, that the line of the projected Praya is drawn to the front, and giving the next Lots, No. 56 and 63, room to purchase additional land. In my opinion Lot No. 63 should not afford to pay £660 annum; and it is with a view to enable His Excellency the Governor to form a pure, complete and correct opinion, subject to that I would suggest your obtaining from the Police Office Returns a particular statement descriptive of the various buildings on these 18 Lots, and the annual rental obtained by the proprietors from them.
But, after all, the only way for a satisfactory settlement of the rent to be assessed would, in my strong opinion, be by appointment of a mixed commission to...
