I would propose a Road, either straight or curvilinear, as the Surveyor-General may decide, commencing from the small Promontory or land, about half way up the Parade Ground slope, where the old Middle Store used to stand, to the place where the new "Buttery" is proposed near Mr. Murray's at Possession Point, or thence to West Point.
"There should be Piers, private and public — between every four lots, where lower branches end be.
"Mingon doubts, and Public Piers at the places already fixed upon. The private Piers to be distinguished by (day) White Lamp posts, the Public by Black, and by distinctive Lampes at night time. To the public piers would resort all boats plying for hire, or boats with cargo for — wearys for lowers — not forsing the sea.
"I conceive linere, & wall, in front of each Marine Lot, to clearly define it, and preserve its privacy, then a Prayer of 40 to 45 feet, and a sea-wall, 10 feet high to facilitate the carriage of goods across the Bay.
"When the Surveyor-General's plan is formed, each holder of a sea Lot to be required to fill in his lot in the space before his lot up to the sea wall; and, in cases where this has been already done, and done too far, so much of the recovered ground as may be necessary must be removed. This latter condition is not likely to be demanded, as the Surveyor-General's plan would place the future wall far enough not to require it as a final boundary.
