propriety of my granting a large measure of de-fortification to the holders of Marine Lots, without other benefit to the Colonial Revenue than their 30 years' operation the working out a scheme of general improvement. I think a moderate additional rental might, if practicable, be levied in return for the benefit which will be conferred, with reference, of course, to the expenses to be incurred by the Government on filling up the harbour. If practicable, there can be no doubt the approbation of the whole of the holders of the Marine Lots should be obtained; but if not obtainable, the legal powers of the Government to accomplish the proposed work, the expense which it would entail, much less the resources it would supply, must be the object of deliberate inquiry

With reference to Government Notification, Nos.46 and 47, it is hereby intimated that Lots 3, 4, 5, 6, 7, and 8, therein referred to, have been so arranged as to conform to a project contemplated by Government, by which a roadway will be constructed, extending Northward from the city of Victoria from the Parade Ground to Possession Point. The particulars of, and advantage to be derived from, the proposed measure, will be readily perceived from the subjoined Minute, recently submitted for the consideration of His Excellency the Governor.
