Emtemplates the continuation of the Queen's Road round the whole Island, the construction of various Public Works, such as Raya 2 Quay along the sea front of the town, the reclamation of some ground at its western extremity by means of a sea-wall, and the admission of a canal upon the seashore with branches into different parts of the Inner Town. Some people readily believe that several of these works, and especially the proposed way along the sea front of the town, would in themselves be beneficial; but the question must be whether there are sufficient funds for their execution.
As regards the forepart of the Barge quay perhaps it may be found that by rendering its dimensions commensurate with the disposal of Marine Lots, an arrangement might be made for its execution at very little cost to the public, for all such Lots as

Mr. Gordon suggests, might in future be disposed of on condition of performing the projected work in front of them on a certain fixed plan, while Mr. Gordon gives reason to suppose that the holders of such Marine Lots who are already affluent would be willing to enter into reasonable terms with the Government on this subject. And in respect to the canal scheme proposed, it must always be taken into consideration in estimating the probability of its success, that the tolls would have to be improved.
A considerable amount of traffic would, without discouraging trade, be sufficient to reimburse the expense of its construction and to provide for repairs and maintenance. On these questions, however, I abstain from entering more fully at the present moment. My Despatch of the 30th
