Percuting in the third place to the Lands provisionally disposed of by yourself, I may observe, that you have very properly rendered your decision in accordance with the views of Her Majesty's Government, and I shall therefore not dwell at length on the reasons already adverted to; to hesitate in pointing out any instances in which general experience would suggest some modification of the course adopted by you.

I see that the Lots were granted in one or three instances free of rent, if I am not mistaken, for the creation of Reservoirs, and for the construction of a patent tip. One inconvenience of grants made on these kinds of conditions is that difficulties are apt to arise as to their execution, which has already been exemplified in some of the cases in Hongkong. And there are other things which might be considered.

could be more profitable to the individuals themselves than undertakings of this nature, and there seems no reason why they should have or be a free gift of the public lands besides. Some of opinion therefore that the Lots granted for the above purposes should be made subject to the same rent or other terms as Lands of the same class.

With respect to grants to public institutions, great caution will be desirable, but I see no objection to the proposed grants to a Hospital, and to some Schools, provided the institutions be really effective and substantial, and that the Land allotted to them be truly sufficient for the buildings and recreation grounds, and not for purposes of Endowments. You will, I trust, however understand that in giving you this outline I have no wish to interfere with the discretion which, under the circumstances stated in
