gurly Under a subsequent Notification by Mr. Feleston, who established a range price realized at the above sales fixed price for Marine Lots, and some a different fixed price for Inland and for Suburban Lots respectively, and certain grants, made by you to special descriptions of persons, such as Govern-ment Officers, or to individuals proposing to undertake works considered of general utility, or to Charitable Services. Neither of the Officers above named, nor yourself, held at that time permission giving authority finally to dispose of Lands at Hongkong on behalf of the Crown, and consequently any arrangements made by you must have been subject, even if it had been expressly stated, as regards the first and third of the foregoing divisions, to the eventual signification of Her Majesty's pleasure.
