"In order to give a wider range of protection, however, to the anchoring ground in the Harbour of Victoria, one or two Mortars having Guns, in an elevated Battery, at the mouth of the River, should be constructed to the Eastward and to the Westward, at the extremities of the "Fort Wall" proposed by Sir Edward Belcher. And these Guns should direct their fire in the direction of that part of the Kowloon Peninsula which approaches nearest to the Harbour of Victoria.
