the present disposition of streets must be followed as far as practicable; but more regard will be paid to uniformity and regularity in the laying out of building lots than has hitherto been done. In this locality there are some valuable Lots the ownership of which is vested in the Government, and along the Northern side of the Road four Marine Lots have been returned by the Government.

His Excellency The Governor has, I believe, already decided that the Church is to be built on the flat space in front of Government Hill. In the face of this hill, a little more to the Southward, I propose to erect the buildings which will be required for Courts of Law and various other Offices - there is ample terrace space for two ranges of buildings.

Further up the hill there is a Situation known as the Acclimatizing Barracks - and there the present Government House, with whatever additions may be required there for the Secretariat and personal staff of His Excellency the Governor, will remain as at present isolated from all other buildings, nor will any of the proposed works interfere with the new portion of it. His Excellency The Governor has already spoken of having a space of land reclaimed from the sea in front of this hill, in order to form a public promenade, in the shape of an Esplanade or Public Walk. I propose that a Roadway should be carried out in front of all the buildings both Eastward and Westward from Government Hill. Eastward I could have
