When the Praya, as assumed by the 5th and last Question, is completed,

I think that five public wharves will afford sufficient accommodation to the public for landing shipping of goods,

and for the embarkation and disembarkation of passengers, - one at Gibb, Livingston's wharf, Gilman's Bazaar,

- one near the Oriental Bank, - one at Pedder's Wharf, - and one at the least necessary of the five, between our premises and the next Lot going Eastward. Every facility should be given to persons to have private wharves, so as not to interfere with public wharves. Some regulation might be made, as to the extent and dimensions of private wharves, to ensure that end.

In addition to these answers to the questions now put to me, I will only state my opinion that, at the outset, the construction of a Praya would have been a good measure to adopt. But I do not consider that at the present time it is a measure to undertake, because it is not in accordance with the understanding which has always existed with respect to the holding of Marine Lots. It was that the holders should always have free access to the sea from their property. I think that a Praya can be formed without sinfainting that access to some extent, and doing injury to the property. The value of the property would be so much the less if a roadway were to intervene. I cannot say whether the access across the roadway I have doubts of that.
