It was resolved that Our Shortrede be informed in reply to his note that, at present, the Commission see no reasons for Keeping open enquiry beyond Monday next, so far at least as concerns the taking of riva voce evidence, and that they will be happy to take his examination on Monday at 10 A. M.

7. The Honorable Joseph Frost Edger, M. L. C., attending in pursuance of the invitation addressed to him, was examined.

He said

I am a Member of the Legislative Council; and a Merchant of Hong Kong. I have been such ever since the foundation of the Colony. I am a Marine Lot Holder as attorney for Mr. Joseph Fybus, whose Lot is Nr. 57. I was not present at either of the meetings of Marine Lot Holders convened in November last, and I took no part whatever in their proceedings.

As far as respects the first Question in the Schedule, I do not wish to be understood as giving any opinion on the propriety of the Praya being undertaken at all, but I think decidedly that, if it is to be undertaken at all, it ought to be by Government. Unless it be under the direct control and management of Government, I do not see how you are to secure the efficiency of the work, or to provide for it being done in a proper manner.
