Several distinct questions seem to arise
I The Council's accord dare not tally with her Mitchell's. The Council, say "the Council" were of opinion that Mr Mitchell had acted illegally. But there is no record of any minute or resolution.
This is not as letters from the Govt. Secy. sing the fosser love & Lasty.
4th day of opinion. It is this loose proceeding which makes it so difficult to come to an opinion.
