and that of Mr Mclebell
which Sam was at a loss to
reconcile.

came to the conclusion that Mr Mitchell had acted indiscreetly, and had thus rendered himself open to censure
while Mr Mclebell was not.

Council declined to
enquire
into the case.

or resolution to show the
the conclusion at which the
Council arrived and
indeed there is no evidence on the subject except the
two letters from the
Colonial Secretary, referring to the Council's opinion.
From the materials which this case has brought
is submitted to me
and it is not easy to form any
definite opinion regarding it.
I
convict
you in your
consideration that Mr Mitchell has acted illegally,
is a
question in which
I do not interfere.
If on the other hand the
proceedings against
him
are dropped, I am not
aware that Mr Mitchell
has any ground of
complaint.
