Money from certain prisoners in the

Gaol was called to explain the conduct

misconducted to him & his letter is referred to the Executive Council, who while they

acquit him of any moral guilt consider his conduct open to the charge of illegality. Against this decision Mr Mitchell appeals to the Secretary of State & states
