16. Under these circumstances the Council though acquitting Sus Hutchell of all criminality lu: morally speaking, could not but come to the conclusion that Mr Mitchell had acted indiscreetly at least in suggesting to persons under his charge the payment of money no matter to whom, through whom, or in what way drawn; - on the clear showing further in the opinion of the Attorney General Mr Mitchell and certainly though unwillingly laid himself open to indictment.
17. The enclosed letter was therefore addressed to Mr Mitchell who made no further communication until yesterday when he forwarded his appeal to yourself enclosed above.
18. I do not see that any other course could have been properly pursued by Government on this occasion, nor that it was advisable for the Council to proceed further.
