Hongkong 18th May 1886
by me to His Excellency, I beg to certify my entire concurrence with Mr. Stevans, the Registrar, in the opinion which he expresses, as to the Register at the Land Office being the fittest place wherein to enter upon record all transactions whereby the title to landed property is or may be affected.
Although the earlier acts relating to Lis Pendens preceded the settlement of this Colony and, in my opinion, were always in force here, no advantage hitherto has been taken of their provisions.
The Honble. W. H. Mercer, CMG
Colonial Secretary.
