It will be addressed to the Officer Commanding the Troops in order to request, or approve Estimates, projects of Defence, vessels which shall not have Access first.

In the spirit of harmony, cooperation between the Military and Civil authorities in Hong Kong, which has been a cause of concern, will be addressed.

I have read correspondence indicating the existence of a want of proper accord between the Military and Civil authorities in Hong Kong.

His Lordship has also made it his duty to point out to that officer the propriety of acting in a spirit of harmony, preventing the obstruction to the Public Service which the present state of affairs seems to afford evidence of.

It is with regret that I have noted the lack of cooperation, which it does indicate a want of proper understanding between the parties involved.
