With reference to my letter of the 5th inst. I am directed by the Lords Commissioners of the Treasury to transmit to you for the Consideration of the Lords Commissioners of the Treasury a despatch from the Governor of Hong Kong reporting the appointment of Her Majesty's Consul at Canton, Mr. Alfred Lockhart, which has not met with my satisfaction.
The Governor states that this appointment was made at a salary of £250, and that it ought not to be a permanent one.

In their opinion, it is not desirable to state that the Extra Allowance should be permanent, for surely with the concurrence of the Governor, Sir John Bowring, the income of £48,000 to £40,000 a year...
