It having been publicly said by the Military that you were intoxicated at the Official dinner given by His Excellency the Governor on the 13th instant, I feel it my duty to state that I am prepared to contradict that report.
I know your usual manner in Society better than most people do, and having been seated next to you during dinner, and having, after the ladies left the room, sat next beside, and in conversation with you, I can, and hereby do most truly assert that you were not intoxicated.
I am ready to make oath to that fact before any Tribunal.
