I beg to state that all Ordinances emanating from the Legislative Council are entitled "Ordinances for Her Majesty's subjects within the dominions of the Emperor of China &c." while those which are headed "Locally-Colonial Ordinances" ... and that the numbers of the Ordinances are in separate sequences.
