Mr. May has been long in the Government Service, and I am told that on past occasions he has discharged the functions of Police Magistrate here with considerable ability.

I believe that May to this post would be good.

The appointment of a vacancy would leave a just understaffing. I understand him to be a useful officer, with good habit.

Nor may has been, I believe, an efficient officer as Superintendent of Police, but he has no legal education.

In St George, Barbados, criminal cases are decided by the Chief Magistrate & in his absence by the Assistant-

I fear this would not be satisfactory. It tells me that very important civil & criminal cases are decided by the Chief Magistrate.

I do not recommend taking a man from one place & posting him to the wrong one.
