I am out-of-cure whether in ). Bowring means to recommend the Kingsmill for the place of Chief Magistrate or appointee.
For the Chief Magistrate, you have selected a gentleman who is, I believe, very well qualified.
But I am willing that Mr. J. D. F. Smith should be appointed as Magistrate if he is willing to take the post.

I am directed by Mr. Secretary Labouchere to request that you will lay before the Lords Commissioners of Treasury the accompanying copy of a despatch from the Governor of Hong Kong recommending, amongst certain temporary official arrangements, that the duties of the Emigration Office should no longer be discharged by the Chief Magistrate, and proposing that they should be performed by Mr. E. R. Mitchell.
