Explain Watkins who was recommended to the Duke of Newcastle by Sir James Graham, when Sir James was 1st Lord of the Admiralty, is too old and not adapted to the place into which he has been put & that the inefficiency of the Dept hence arises. If this is the case it behoves This Office to take care that the Establishment of the Registrar Master is not augmented unduly.

I cannot but be apprehensive that the Governor will in time make out and that the imposition on Mr Mitchell of the duties of Emigration Agent will be a good ground for him. Mr Quethorpe, is not a Remedy, should be a permanent addition to the Registrar Master's Office. In such case it will be no economy to have transferred the Emigration Agent's duties from the Chief Magistrate to the Assistant Registrar Master, if, at least, such an Office is now sanctioned.

Therefore I would direct attention to the general arrangements of the Governor on this subject before any alteration is permitted in regard to the Emigration Agency.

There is another point to be noticed viz the possible vacancy in the office of Assistant Magistrate. I believe that I forwarded to you a letter from Colonel Larcom speaking highly of Mr Kingsmill who as I perceive has also been reported on beneficially.
