of the city, the Security of property, the wants of the Inland Lot-holders, and the betterment of the Community, all demand that this work be at once undertaken, and undertaken, as the Commission recommends, by Government.

The question then of defraying the expense is to be considered, and I would recommend a slight modification of the recommendation of the Commission, and that the amount of rental payable beyond the limits of the Lease be 3 Dollars per 100 Superficial feet. I calculate that the Government will be thus repaid the whole of its outlay in ten years, after which date a handsome addition will have been permanently made to the Colonial Revenue.

I have reason to believe that some of the Marine Lot-holders, who have opposed this improvement, have already taken steps for agitating against it at home; but I hope that the calm consideration which Her Majesty's Government will give to the subject, will enable you to sanction a scheme so desirable, if that sanction have not already been transmitted.
