The Commission, dated 25th February 1866,
was addressed to

the Attorney-General, Captain Cooper, R.N., Acting Surveyor-General, and Mr. Tryer, of the Surveyor General's Department.
By these gentlemen surveys were examined and records searched,
and finally, a lengthy and able Report was signed on the 24th March,
but not delivered till the middle of April, owing to the large quantity of work with which the various Departments were ingorged, and the length of the Document itself.
In an Extraordinary Gazette, of 22nd April, it was made public,
and I have the honor to forward a copy for the information of Her Majesty's Government.
Ample means are afforded by this Report for arriving at a satisfactory conclusion
