The question of licensing gambling houses has been made the subject of a separate despatch. I have touched more of the difficulties of the question, but it appears to me, and to the Legislative Council, that there is less toil in legislating for them than in allowing the present state of things to continue.
The all-important matter of public education has excited my most anxious attention, and will be reported hereafter. I have nominated a commission, under the patronage of the Lieutenant Governor, to examine into and report on the subject of the Woods and Forests, with a view also to the development of the agricultural resources of the Island, and generally to obtain information respecting the less populous districts. I shall in due time advise you of the results.
