in avsertion to the benefit derived from Janu_Sonitory Rules. All Brothels are under the Superintendence of the Police, and consequently all Houses declared as such are well known.

When a Soldier of the Garrison is affected with the Venereal Disease and is able to identify the House in which he caught the Disease, he reports the same to the Police, when the inmates of said dwelling are ordered to the Civil Hospital for inspection. If refusing to say such, they are turned out of the Garrison, and if otherwise, and the Disease discovered, are taken into the Civil Hospital for treatment. This system worked well at Gibraltar, and as a Rule could reside in the Garrison only with a Permit.

That immediate steps should be taken for the control of Prostitution in Victoria is almost imperative, and that measures should be at once taken to compel Brothels to be treated in certain localities, and not as at present in the public thoroughfares of Victoria, I beg also respectfully to suggest that in every duly registered Brothel, the name and age of the inmates should be clearly and distinctly written, as such would save much unnecessary trouble to the Medical Inspector when making his official visits.
