prostitutes, of a similar nature to those for the brothels on shore, for it may be supported that if exempt from any regulations in the water, whilst those on shore are to be under restraint, floating-brothels will increase in number.

Sir,

No. 6020

267

Colonial Surgeon's Office,

Hongkong, April 7 1866.

With reference to your letter

No. 63, and its enclosure, relative to the Venereal Disease, I have the honor to state, for the information of His Excellency the Governor, that during my experience I have never before witnessed, since I have served, such ravages inflicted by the Disease on those affected with it,

now in this Colony. I beg to state that almost every seaman admitted into the Seamen's Hospital with Fever, or other affection, &c. is also affected with the venereal.

The Colonial Secretary, Hongkong
