Cary-Elwes of Coleshill recognises the magnitude of the evil, and the necessity of adopting its suppression; but all expressed their opinion that the difficulty of dealing effectually with the question is extreme.

I also forward a letter from the then Colonial Surgeon of some date, showing the extent of the Disease, and making reference to the preventive measures adopted at Gibraltar.
On a perusal of all these documents it will be seen that the question turns mainly on the particular mode of Legislation, and on this point I shall anxiously await the decision of Her Majesty's Government. In the Despatches to which I have above referred, as well as in the Enclosures to this, so much evidence has been adduced to show the urgency of interference, that I feel it unnecessary for me to do more on this occasion than to request the earliest consideration of the subject.
