That result leaves little doubt on my mind that the crime for which Lee Tres M_____ was committed on the Chinese Continent was committed on the island of Hongkong. But I think it would be unbecoming in me to interfere with the decision of the Executive Council without a reference to the Supreme Authorities at home. The crime I took in reopening the investigation before the Executive Council after the verdict of a jury, and the sentence of the Judge, was a measure only to be justified by very potent and exceptional reasons. That investigation, however, led to the liberation of one of the prisoners condemned to death, and I could not therefore regret the step I had taken.
I now submit the case of Lee Man to the humane and thoughtful consideration of Her Majesty's Government. I think it is of the highest importance that the present population, especially, should have it known that the administration of justice is held by us to be an imperative and responsible duty, and that every man's life and liberty on British soil is intended to be most reverently protected by every security which legislation can provide.
