Mr. Hillier, however,
acknowledges
that the existing state of things is extremely unsatisfactory - but has suggested nothing which will effectually remove the grave evil whose existence it is impossible
to ignore.
There is every
reason therefore

to anticipate the almost unanimous Support of the Legislative Council, should Her Majesty's Government be disposed to countenance the general object of the proposed Ordinance
