On behalf of these men, and as there existed very general belief of their innocence, I resolved, with the advice of the Executive Council, to make further and diligent enquiry before directing the execution of the capital sentence.
An investigation before the Executive Council was accordingly arranged, which lasted two whole days.
I have the honour to enclose the notes of the Chief Justice on the trial, and the Minutes of the Council Meetings at which the subject was discussed, and from these, especially from the recorded opinions of the individual Members, I trust you will receive satisfactory explanation of the conclusion at which the Council arrived, and evidence of the anxiety of all concerned to act becomingly in so grave a matter.
