18. As regards the 16th paragraph altering the Governor to leave a prerogative unfilled, I think it, on consideration, better that no such discretion should be left to the Governor, but that a proxy securing Supply should take place.
19. With reference to the proposal of the Colonial Secretary for the appointment of a Colonial Surgeon, I think a salary of £800 should be a sufficient remuneration, and that to his duties might be superadded the supervision and direction of men connected with the public health. I am not prepared without further measures...
...to consider his having a seat in the Legislative Council, but I quite concur in the opinion that it would be desirable he should be debarred from private practice, except in cases of extreme urgency which might certainly present themselves in this Colony.
20. I enclose two documents which serve to elucidate the Sug[u]ing into the proposed Constituency of the Colony. The first is a Memorandum of all the Tenements rented to the Police from £10 to £20, – £20 to £30, - £30 to £40 - £40 and upwards, and the numbers under each head British, Foreign, and Chinese tenants.
