I am decidedly of opinion that to provide a system of Sewerage (and such as is adopted in better parts of this Colony) other than that indicated would be attended with injurious effects, and would totally frustrate the object, for the drains would most assuredly be choked either by carelessness, want of water to flush each connecting drain, intentional damage, or absolute robbery of the various appliances to a perfect system of Sewerage, by stench traps, and the apparatus required for a water supply. It must be understood that the Chinese invariably remove excrement and urine from their premises every day, and therefore such perfect sewage arrangements are quite unnecessary as are adopted in civilized communities.

I perfectly agree with the Colonial Surgeon that the permission to dry the excrement in the neighborhood of the city is highly reprehensible, but this has lately been put a stop to. I cannot but admit, however, that some coercive measures are required to compel a further degree of cleanliness, this duty naturally belongs to the Police.

The quite efficient way to observe, are the sharing how dirty a class as the Chinese are living in the houses themselves, and this Recommendation, no matter how strict they might be, will be so. Also, Authorities should banish any excuse as strict or they might be to be, and the Police do their duty.
