In accordance with the instruction of His Excellency, The Governor, I have the honour to submit the following remarks upon the Colonial Surgeon's Report for the year 1884, to which the Right Honorable The Secretary of State has drawn special attention in his Despatch No. 339, dated 27th November 1885.

All persons not having a knowledge of the manners and habits of Asiatics will naturally feel surprise at the extent to which they will permit nuisances of every kind to accumulate in and around their dwellings.
