The English exigences of cleanliness are no doubt a subject of sore vexation not only to Chinese inhabitants but also to Chinese policemen, & it can only be by firmness & perseverance, without any sudden & sweeping revolution, that such change for the better can be effected. It must depend on the Governor.
I see how Sir C. could have driven him. It is here that he did not notice the overstatements (as he considered them) in the Colonial Surgeon's report: but this was only made with reference to the information for "The Blue Book", & therefore did not probably attract the Governor's attention as it ought to. I should & required only to send formal instructions to him by the next despatch. Sir C. Bull has considered this subject & may perhaps like to see the paper.
Mr. Labouchere I agree generally with Mr. Merivale as to the reply, as to what can be done in the Colony - but I would remind the Board of Health of their promised assistance in collecting Sanitary reports - because
