RECEIVER

In 3922 Hong Kong

Government Offices, Tretrin, Hong Kong, 8 February, 1853.

In reply to your despatch 17th November last, I have the honor to state that I called upon the Surveyor General to report on the state of Drainage and Water supply in the City of Victoria, and I now enclose his remarks on the subject.

I am of opinion that it would not be advisable to engage the services of a special Engineer at so high a rate.

The Right Honorable Sir Henry Labouchere, M.P., &c.
