At the order of His Excellency the Naval Commander-in-Chief, at the same time informing him that he himself had orders to insert the clause "At will $3/8" per diem on 1/6 & Messing Officers only..
21 per diem on account far as regards Naval Officers, I believe that this additional charge is caused by a misconception of the order, the Contract not mentioning anything about it as far as I know, and that it may be caused by the fact that the passage for the Naval Officers is paid for by Governments, whereas we, viz: Civil Officers, have to repay the amount advanced by the Accountant General, to Her Majesty's Government.
