Certain Civil Officers of the Navy are allowed proper rations in Contract Vessels at the public expense, being required to pay only for their passages.
The grant of passage to other civil officers is subject to the Contract rate; to be paid by themselves, is quite distinct from the question of how rations have lately been settled by the Admiralty.
