I was made 1 charge of 5/8" a day for messing, and understanding from the company's agent here that by his instructions this charge accrued to Military Officers only, I have achieved. He enclosed letter to the Colonial Secretary.

I sold further communication on the subject with Sir James Sterling, who referred me to Circular P178 from the Admiralty, already forwarded to this Government in Sir George Grey's Circular of 20th October last, under which he conceived the charge to be borne out.

inasmuch as the charge seems unintrusive to the Company's Agent, I am induced to adopt Mr. Pennacker's view, and have the honor to request information as to the intention of Her Majesty's Government with respect to Civil Officers in this particular.
