Synopsis of the
of the papers contained Penang Gazette 1852, and the journal of the Indian Archipelago, Vol. 8, Nos 7 - 9 - on the subject of Licensed Gambling Houses
in the Straits Settlements.
The System of Licensing Gambling Houses was first established in Penang by Mr Superintendent Light as far back as 1791 with the sanction of the Supreme
Government.
It appears to have existed without objection, and to have produced a large Revenue, until the Grand Jury presented it for indictment on two occasions, on 20th September 1808, and again on 29th April 1809.
Notwithstanding the refutation of the Grand Jury's view,
