concerning gambling- licenses for those places where farming is not carried

Separate conditions are adopted for every gambling form everywhere, framed however in accordance with the regulations for form and Madura.
The laws of these conditions are:- gambling to be allowed only at appointed gambling houses, open on all sides so that the game may be observed from without No other persons but male persons of no less age than 18 years to be tolerated there;
The houses to be kept open only from 6 a.m. till midnight, except Sundays and religious holidays, when during Divine Service they must be closed; - none but explicitly allowed games shall be played, and there only for ready money: Occasional permission to respectable Chinese parties, to play at their residence, can only emanate from the treaty authorities.
