In Java and Madura the right to keep gambling houses is farmed not at Batavia, Samarang and Surabaya (Grisse, Madura, and Sourabaya being "included in the latter farm) whilst at other places special licences have to be granted by the local authorities. In all other Netherland Indian provinces it is farmed, with exception of Banda and Ternate, where neither farming nor licences exist.
The regulations according to which this part of the revenue is farmed, at least in Java and Madura have been established by resolution No14 of 18 October 1821, Resolution No4 of 20 November 1826 provides regulations...
