A "diplomatic duel" is now being fought in Mexico between Mr. T. K. Ching, newly-appointed Chinese Minister, and Kiyoshi Yama- gata, Minister without portfolio sent by the Tokyu government for a tour of Latin America, over raw materials, according to informa- tion received in Washington
