The system has worked well. I have now been charged with the Administration of Government of casas for four years, and not a single riot has yet occurred in the gaming houses, or originated therein; and it is from this source that I obtain information as to crimes committed at other places, such — sometimes even on the high seas.

The Chinese Lottery is regulated in a similar manner, and yields $6,000 per Annum.
