United States Security Menaced By Japanese Aggression In Indo-China
THE UNITED STATES HAS SERVED NOTICE ON THE VICHY GOVERNMENT THAT ITS ATTITUDE TO- WARD MARSHAL PETAIN'S GOVERNMENT WILL BE GOVERNED HEREAFTER BY THE "EFFECTIVENESS WITH WHICH FRANCE DEFENDS ITS TERRITORIES AGAINST THE AGGRESSION OF AXIS POWERS."
In a statement assailing French collaboration with the Axis powers, MR. SUMNER WELLES, ACTING SEC- KETARY OF STATE, declared that France's failure to resist Japanese aggression in Indo-China menaces America's security, says Reuter,
"The French Government at Vichy has given repeated assurances to the United States Government that it would not co-operate with the Axis powers beyond the ob- ligations imposed upon it by the armistice terms and that it would defend the terri- tory under its control against any aggressive action on the part of third Powers.
"THIS GOVERNMENT HAS NOW RECEIVED INFORMATION REGARDING THE TERMS OF THE AGREEMENT BETWEEN THE FRENCH AND JAPANESE GOVERN- MENTS COVERING THE SO-CALLED 'COMMON DEFENCE' OF FRENCH INDO-CHINA.
"In effect this agreement virtually turns. over to Japan an important part of the French Empire.
An effort has been made to justify this agreement on the ground that Japanese 'assistance' was needed be- cause of some menace to the territorial integrity of French Indo-China by other powers. "The Government of the United
States 15 unable to accept this ex planation. As I stated on June 24 there is no question of any threat to French Indo-China unless it lies in the expansionist alms of the Japanese Government.
"The turning over of bases for military operations and of terr torial rights under the pretext of *common defence' to $ power whose territorial aspirations are apparent here presents a situation which has a direct bearing upon the vital problem of American security."
